Sorry, but $7-9 an hr. just ain't gonna cut it. Doesn't get you much in today's America. These people will turn to Government for assistance. And they'll get it. We're not a nation that allows its People to starve to death... Well, i think so anyway.
Look stupid! If you are not making enough money, that is YOUR fault. You make minimum wage because you are worth that or less to a company.
Years ago, I started a job in a machine shop at minimum wage. If I remember correctly, MW was $1.35. In 2 weeks, I was making $2/hr and in 6 months, $4/hour. I didn't get a 300% raise because I promised to vote for a Democrat. I was paid more because I was worth more.

Again, we're not a nation that allows its People to starve to death. That may upset you, but it is the reality. If Walmart won't pay, you will. It is what it is.

He should be learning to get to work on time, to follow directions and obey the rules of the business he works for, while enhancing his skill set so he can earn a living and maybe raise a family.

No we haven't. There are fewer manufacturing jobs because where manpower was once needed has been replaced with technology. And gone are the days when a new HS grad could walk into a factory with no education or training and walk out 35 years later with a pension and a Timex....
IN today's manufacturing, workers are much more skilled. And they are required to have at least some higher education. Whether it be a two or four year degree or a trade school certificate.

Our Minimum Wage is a terrible embarrassment. Other nations with far less wealth treat their workers better. Canada for instance, has an $11/12 Minimum Wage. Their Businesses and economy hasn't collapsed. In fact, they have a balanced budget and low Unemployment.
