Eric Garner was dumber than a door nail.
It was not even the fact he was selling untaxed cigarettes, He was selling them in front of a store that was selling the cigarettes legally.
That store owner called the cops to have the man removed from in front of his store, taking away is business. When the cops got there and told Mr Garner to move on, he refused. This refusal led to him being arrested and his resisting arrest charge. So it was not the untaxed cigarettes but Mr Garners view that he was not going to be arrested that lead to the incident.
