You guys are mixing powers with rights. The thread was originally about what power "general welfare" gave congress to write laws and tax to "do stuff."

The tenth amendment, at least in theory, reserved some powers for states.

From the 1930s till the 1990s, the SC read the commerce clause the way the Founders with an expansive view wanted.

I don't think the Roberts' Court views it as narrowly as the 19th century Slaughter House cases did. But Roberts did not rely on it to uphold Obamacare, even though regulating 20% of the econ activity in the US might seem regulating commerce.
