Sure they can...and they are. You'd figure that the fiscal conservatives (at least) would recognize that when you have to re-subsidize the farmers it's a sure sign that the trade war is being lost.
And most of them did not get their "trade mitigation" payments because of the shutdown. The farmers may be the key to bringing Trump to the table, he has shown he will do most anything to keep their votes.
No USDA loans for seed or feed or breeder livestock.
No USDA data on crop production and excess in storage so the farmers know what to plant this year.
No USDA crop insurance payments for those in flooded areas or drought stricken areas.
