That is the default policy of the left coast and it will not change.
 
First we have to figure out WHY. there have always been people who prefer that life, we use to call them hobos or tramps & a very small part of our population.
2nd question What lead to this change.

Just like stray cats, you feed them and house them, and you get a lot more of them.
 
First, realize there are many categories of homeless people and many reasons why people become homeless. There is no magic bullet or cure-all for homelessness. Veterans suffering emotional or mental conditions due to military service are not the same as common substance abusing bums.
 
So are you going to allow the homeless encampments to continue? (That is a yes or no question. Wishing them away is not an answer.)
Your idea sounds okay on the surface--force them to live inside somewhere and throw them in jail if they don't. It just doesn't work with our system. There would need to be more changes. Investing in mental health services and programs in communities that need them and finding ways to encourage development of affordable housing are key.

Veterans can be common substance abusing bums, too. Let's not make folks holy who don't deserve it. But many homeless are not on drugs--they can't afford them.

Why can we give places to live, food, healthcare, education all to illegal people not even legally in our country invading us, but we can't do at least as much for the homeless?
 
NYC, I have been informed, has an organization called Homeless Advocates which has prevented authorities from helping the homeless who are mentally and/or emotionally ill.
More needs to be done with the mentally ill on the streets

Home them. Could be done fairly cheaply and easily. The biggest issue will be psycological care.

I agree. But if they refuse treatment and remain public nuisances, they should be confined or incarcerated if necessary.
