No law exist that says you must register a car to purchase one, nor do you even need a drivers license. The only reason either becomes required is if you wish to drive, or to drive a car on a publicly funded roadway.

Now you wanted to use that as the equivalent to owning a gun? I'm good with that. Want to use a gun at a publicly funded shooting range, then one must have a license, training and register the weapon, if not, just like a car, none would be required.
