The only way this is important is if Obama needs the House to approve penalizing (taxing) employers who don't provide HC in another way instead of tying it to 50 full time employees.

because many businesses will outsmart Obama and restructure and split their businesses into less than 50 employees each or reduce hours to part-timers or use subcontractors...?
