I'll point to other places in North America that lost almost all traces of their native identity and language due to invasions from Spain. If there are any White people left in SA with skills to keep the infrastructure and power grids running, perhaps your idea has merit. But keep in mind that should they conspire to dismantle those essential public utilities and services there would be a high price to pay for those who get caught. Besides, China would likely step in to take up the slack thereby increasing the chance for Communism to get a foothold. That is what the west fears the most. I won't disagree that banking type enterprise and manufacturing are bigger, but if you have natural resources then you can exchange those for capital, and build infrastructure to develop towards finance and manufacturing.
I see it as a Government failure; not allowing the governed to own and control the resources, and let those so inclined make the market.
