Why didn't America join the moratorium on the death penalty?

It seems that the Russian Federation is being held by force, the constitution of the Russian Federation provides for the death penalty.

This constitution was adopted under the influence of the Republican authorities of the United States

It looks like America sent Europe to hell, and the Russian Federation could not do it

In USA, Supermax Prisons are torture much worse then death. Tens of thousands of people suffer years and decades of total isolation.
