(CNN) -- The U.S. Marshals Service had been "unable to locate" two former participants in the federal Witness Security Program who have been identified as known or suspected terrorists according to the Justice Department's inspector general.

The Marshals Service has concluded that "one individual was and the other individual was believed to be residing outside of the United States," according to the public summary of an interim Justice Department Inspector General's report obtained by CNN.

The news comes in the middle of a week of bad news for the Obama administration, with revelations that the Justice Department secretly collected months of phone records for reporters and editors at The Associated Press; renewed criticism and accusations of a cover-up over the White House's response to the Benghazi attack; and revelations that the Internal Revenue Service targeted conservative groups applying for tax-exempt status.

just wonderful news. Let's hope they aren't like some of the ones released from Guantanamo
 
It was discovered by another IG investigation.

The Justice Department failed to provide the names of some terrorists in the witness protection program to the center that maintains the government's watch list used to keep dangerous people off airline flights, the department's inspector general said in a report Thursday.

and Eric Holder should remain? What are people doing within these departments, just totally running amuck?
 
It is a voluntary program when you join and you can voluntarily get out, although the Feds strongly discourages it.

these were known terrorists , not just run of the mill.

Washington, D.C. – The U.S. Department of Justice Office of the Inspector General today released a scathing report on DOJ’s systemic mismanagement in the handling of known or suspected terrorists admitted into the federal Witness Security Program. The IG report found that the number of known or suspected terrorists admitted to the Witness Security Program is unknown, that DOJ has lost track of two suspected terrorists in the program, and that critical national security information is not being shared with other agencies.

Specifically, the IG report found that the Office of Enforcement Operations and the U.S. Marshals Service – the two agencies responsible for managing the Witness Protection Program – did not involve national security stakeholders when admitting and monitoring known or suspected terrorists into the program. After the suspected or known terrorists received a new name and necessary identity-related documents, their new names were not placed on the Transportation Security Administration’s No Fly list – even though their previous names had been listed. As a result, several known or suspected terrorists have been able to board commercial airplanes in the United States. This is especially problematic since the IG report found that terrorists admitted to the program include persons who have been trained in aviation and explosives and individuals who have been involved in bombing attacks. The report also found that crucial information pertaining to national security was not shared with the FBI.
