Committee members all have to follow the same rules, regardless what party they belong to. The hearing was closed, and Cummings lied about wanting to ask a procedural question. It was granted, so he began to launch into a prepared tirade about unfair investigations hoping to create a sound-bite for MSNBC and CNN. Issa cut it off, because it was just grandstanding.

He attempted to give a statement, but opening statements had already concluded.
The floor was only open for a question, but the witness had already said that she would plead the 5th to ANY QUESTIONS ASKED REGARDING THE SUBJECT MATTER OF THE HEARING.
