Nursing homes that weren't set up to separate infected patients from other patients. Sending those infected patients back to those nursing homes was a death sentence for other patients trapped in those homes. Why wouldn't Cuomo use the hospital ship or the field hospital? It was never the plan to send Covid patients to these ships, because they couldn't isolate them. The plan was to send non-covid patients there, but no doctor was going to send his patient to a ship that lacked the personnel to take care of their patient. That's a lawsuit waiting to happen.
