Considering that these things can't exist without taxpayer money it makes me wonder if we don't have this the other way around. Perhaps it isn't the fact that countries can't exist without these things but more these things can't exist without the people first having money. If these things are considered the government then it appears that whatever property the government has can't exist without the people providing a steady stream of money to them in the form of taxes.
