The only reason the IRS can "protect" the Rich (which it does not do to a great many Millionaires & Billionaires who make $250K), is that the tax code is a byzantine monstrosity chockful of political favors and social engineering schemes.

Want fairness (meaning Equal Treatment Under The Law) for everyone? Abolish the IRS and enact a flat tax. Contract out collection to payment processors who can be sued by individuals if the power to collect is abused.
