Ohio is that the circumstances presented indicate a crime MIGHT have occurred, MIGHT be occurring, or MIGHT be about to occur. And if the teacher thought it might be a suspicious device....the cops have legal authority to detain and investigate. You're 100% wrong on "reasonable suspicion".
