As CF thread pointed out, blacks have been "dependent" on government for some 50 years. He's kind of right. Blacks were only given full person status 50 years ago. Hence government has been protecting their rights.
Whites? That's been going on for much longer.

government dependency started in the 60s- and that is the start of doom and gloom exactly for the black population.
Dependence on welfare isn't the totality of government dependence.
