The NEA should be in the forefront of devising teaching methods and processes that optimize results in such districts. Who knows more about this than the teachers themselves? I won't hold my breath.

It's a complex problem that requires multiple solutions. The breakdown of inner city society is the biggest problem in places like Baltimore and until we decide to fix that, I'm not sure the schools can be expected to improve that much. However, I do think one way to improve public schooling is to stop making it compulsory.

Leveling to a Flatline

The Ding Dongs of the Bell Curve should be limited to whatever grade level they can pass and then given brooms. This equalizing of educational opportunities regardless of mental talent is as stupid as letting everybody make the school's team and get equal playing time.

It's a complex problem that requires multiple solutions. The breakdown of inner city society is the biggest problem in places like Baltimore and until we decide to fix that, I'm not sure the schools can be expected to improve that much.
