Is the IRS part of the Treasury Dept, which is answerable to Obama? Yes, of course it is. So the IRS is part of the administration. Did they admit they targeted conservative groups? Yes, they did. Is that a violation of 4th amendment and 14th amendment of the Constitution? Yes, of course it is.
