Bouncing 0.1% is hardly a meaningful change.The unemployment rate is misleading because the 4.3m that quit don't get to sign up for unemployment.
A better metric is the "Participation Rate" which shows those who are employed. September dropped slightly as we would expect with so many leaving their job.

Saying they quit is also misleading as it doesn’t say whether they quit for a new job or quit to quit. It would appear the vast vast majority quit for a new job and the article mentions that.
