French citizens can buy and own firearms. The level of arms regulation is normal, if one considers average for countries' policies as normal. Handgun ownership is tight, but hunting rifles and shotguns are not exceptional. America is exceptional.

The government doesn't prosecute criminals caught with guns where they are put away a long time, why would they prosecute mentally ill people caught with guns.....
And that's the real issue. They need to address the actual, credible threats (and I don't mean an imaginary threat like seeking medical attention for insomnia or anything that doesn't constitute a threat for violence).

Will people still slip through the cracks? Unfortunately, yes, but that's where people's right to be armed where they can defend themselves comes into play.
