If he got divorced in 1966 and the kid was born in 1969 it kind of spells it out, neither is there any requirement to be married. Paying child support and providing health care is important and by all accounts he did that. There is nothing illegal about paying adult children with campaign money everybody with kids in Washington finds a way to do that.
