Assuming that Cosby took the alleged victim to his home outside of Philly (thus making his supposedly criminal acts a matter of Pennsylvania jurisdiction), the crime appears to be a serious felony under PA law. I am guessing that the prosecutor is pressing charges under Section 3125(a)(5) and maybe under 3125(a)(4).

The PA statute of limitations for major sexual offenses is addressed in PA Statute Section 5552(b.1) is 12 years.

I am wondering if the victim actually knows WHEN the incident happened. She evidently had it narrowed down to sometime in January or February of 2004. But she reported that "within three months" of the incident she left the Philly area. That was in MARCH of 2004. If you go back a full three months, the actual date of the incident would be December of 2003. The charges were lodged December 30, 2015.

If the incident happened in very late December 2003, the prosecution may be timely.

But IF the incident happened at any date prior to December 29, 2003, then it is already untimely.

Of all the crazy things, this delayed prosecution may hang on by thread because of the prior delay in pressing criminal charges.
