Waterworks are a function of LOCAL government; NOT state or federal. Just like sewage treatment, law enforcement and fire protection. If Jackson has "water woes" let its citizens pass a bond measure and pay for whatever infrastructure they need. After all, that's what cities like Los Angeles which paid for a massive water project to bring water from the Sierra Nevada Mountains and the Sacramento Delta in the thirties and San Diego which paid for desalinization plants and even tiny Avalon on Santa Catalinas Island that paid for a desalinization plant did.
