It did...at one time. But, I know this will come as a shock to you...the stances of the political parties has changed....most so in the 1960s. That's when minority voters started switching to the Democrats and the Old Guard Conservatives gravitated to the GOP. Glad to have pointed that out for you.

Because in the election of 1860 that precipitated the Civil War (and thus the Stars and Bars flag), the Democratic candidate for President (Douglas) won Zero electoral votes in the South -- same number as Lincoln. Because the South was so dissatisfied with the DP they ran their own candidates.
