Yes, they did shut down the government. They planned it months ago:

I see your source is the NY Times. They have zero credibility, even they admitted they have a liberal bias:

It is Democrats who have shut down government. Republicans spent a weekend coming up with proposals while Democrats took the weekend off and said they'd be back Monday at 1400, and of course Obama was playing golf. Republicans have sent several individual bills like funding the National Institutes of Health to continue funding cancer research for children, as well as other bills. But Democrats being the party of no compromise have rejected every bill. Democrats idea of compromise is they get everything, Republicans and America get nothing. And Obama has repeatedly said he won't negotiate. It's obvious Democrats are shutting down the government. All past presidents negotiated.

There was a leader known as Joseph Stalin who wouldn't negotiate with the Ukranians, and the Ukranians suffered tragically. Amazing the similarities between Obama, today's Democrats and the Stalin regime.

If it was the Democrats that shut the government down then why would these folk say this about the shutdown?
