Or at least make it so that anything law enforcement or security agencies can have in their arsenal a private individual can own and purchase also.

Then there's the permit and training thing... What gives local, state, or federal, government the right to tax me on my right to own arms? If the government wants me to obtain a permit or training to exercise my right then it should be on their dime and provided free of charge otherwise its a tax on my rights and if they can tax my right to bear arms then they can tax other things like voting.

There is federal gun law. There is no federal abortion law. That's what the court said. In the absence of federal law, the decision is left to the states.
