From the report: "Although we did not find clear evidence that Secretary Clinton or her colleagues intended to violate laws governing the handling of classified information, there is evidence that they were extremely careless in their handling of very sensitive, highly classified information."

It's a question of intent. Hillary, et al, were incompetent but there is not enough evidence to be successfully prosecutable. As Comey mentioned in his report, it's not their place to determine whether or not to charge Hillary, but their recommendation was there wasn't enough evidence to do so. This means she and her people did send classified information but there was no evidence it was intentional......that's probably buried in the missing emails.

They don’t get sent to jail, because we believe that political disagreement should be legal.

Back in reality, despite dozens of investigations there's no evidence of Clinton violating the law. So you ignore the investigations and imagine what you wish.

Comey found tons of evidence....even worked out a deal to destroy it. He simply decided that he wasn't going to recommend an indictment.

Something to consider is that one reason why Comey didn't recommend prosecution is because he knew the President and the Attorney General would never prosecute or, if a case was brought against Hillary, they'd muck it up so there would be no conviction. In short, Comey may not have chosen to piss up a rope because it would just be a waste of American tax dollars.

Or the fix was in. Usually the simplest solution is the correct one. Not always but more often than not.
