Who paid Christopher Steele - Fusion GPS paid Christopher Steele. The Clinton Campaign has no ties to the Dossier or its production, because neither Steele nor Fusion ever had contact with the Campaign. In order to have "collusion" you need meetings, phone calls, emails - communication with whoever you're colluding with. The Clinton Campaign had no contact with Fusion, except through arm's length third parties.
