Actually no. When executive orders are used as a memo to the executive branch, they are quite fine. When they are used to by pass congress and create new laws on the decree of the President, they are illegal and unconstitutional. This is true regardless of whether a Republican or a Democrat is in office.

You are proposing the President use Executive orders to bypass congress. That is illegal. Period. The fact that Obama is a Democrat is completely irrelevant.
