So the huge drop in participation for 16 to 24 year olds is mostly due to a much larger percent of that age group going to school, and fewer of those in school working.

Those enrolled in school for this age group are only loosely attached to the labor force. Many (most?) don't particularly need a job and are only after extra cash. So if things become more difficult, they're quick to drop out because they don't necessarily care. And then they're in no hurry to go back to the labor market.

But we do have a two tier rate. The Youth Minimum Wage is $4.25 an hour for people under age 20 for their first 90 days at a company. And there are other minimum wage exceptions for full time students, student-learners, etc.
