There was nothing special about the Grand Jury. The procedure is that way for all accused criminals. That's why they hear the allegations and take sworn testimony before they decide to indict or not. He has a right to question the various state elections but he doesn't have a right to pressure the VP into committing an unconstitutional act, or a Sec of State to just recalculate vote totals with no court upheld objection to justify it. Abrams didn't do any of that did she?
