First, by statute, to become a Ranger one must be an employee of the Texas Department of Public Safety. Governors do not have the authority to appoint willy nilly.
Second, by statute the Texas Rangers are limited to a specific number.
Third, one may not be appointed as a peace officer - law enforcement - in Texas without having completed a TCOLE approved academy and only then can they perform the duties of a law enforcement officer.

I heard some of this from the Lt. Governor on the Way home today. They've raised 800 Million for this.................They've been buying border patrol boats that are armored and well armed as border agents have been shot at from the Drug runners down there. They've also hired a 1000 law enforcement personnel through a state program working in conjunction with the Rangers Already.

1200 crossings a day.
25% caught have criminal records.
20% are children.

Per day. From the Lt. Governor of Texas himself.

Texas DPS Patrol Boats Armed for Cartel Threats - Vehicles - POLICE Magazine

To prepare its troopers for possible engangements with Mexican drug cartel soldiers and their military-grade weaponry, the Texas Department of Public Safety set up a Tactical Marine Unit with three armed vessels to patrol the U.S.-Mexico border splitting the Rio Grande River and Falcon Lake.

In December, Texas DPS commissioned the first boat in the newly formed unit. Additional 34-foot patrol boats were added in March and April to the 40-trooper unit tasked with enforcement on the river and Intracoastal Waterway.

"The Tactical Marine Unit and the patrol vessels represent a significant enhancement of the state's efforts in combating Mexican drug cartels and other criminal organizations that transport illegal drugs into Texas and a variety of weapons, explosives, and munitions out of our state into Mexico," according to a release from the agency. "They will be used to impact so-called splashdowns, where drug smugglers crash their vehicles into the Rio Grande River and transport contraband back into Mexico."

The black-and-white patrol vessels are equipped with fully automatic weapons, ballistic shielding, and night vision capabilities.

Each boat arrives with six FN M240B medium machine guns chambered in 7.62x51mm NATO. Each vessel is powered by three 300-hp outboard motors.

Operation Drawbridge

Texas shares a 1,200-mile border with Mexico, and technology is absolutely essential in protecting Texas and the nation from Mexican Cartels and their drug and human smuggling/trafficking operations.

Interoperable communications support unified patrol and tactical operations, including aviation and maritime assets with FLIR and night vision capability which increase detection and interdiction capabilities. The use of detection technologies such as video, cameras and sensors, can provide real-time information on exact locations of smuggling events.

Unfortunately, there are insufficient personnel resources to adequately cover the entire border region, therefore the effective use of detection technologies is a vital component in a multi-dimensional strategy.

The Texas Border Sheriffs have demonstrated that live video coverage in remote areas along the border can support interdiction operations. However, the Cartels quickly adjust and simply relocate their operations elsewhere. This is good for the Texas landowners in those areas but the Cartels are highly adaptive and they quickly exploit other areas along the border.

The Department uses similar video technology to support Ranger Recon tactical operations along the Rio Grande River as it increases surveillance capability. The challenge has been to dramatically increase the effective use of detection technology throughout the entire border region in a way that is affordable, flexible and fool-proof.

Operation Drawbridge provides that capability using low cost, commercially off the shelf technology that has been adapted to meet law enforcement needs and the needs of our close partners which includes the Texas Border Sheriffs, U.S. Border Patrol, and Texas land owners.

Wild-life cameras with motion detection and low light capability were modified to meet specific needs and satisfy certain criteria. Operation Drawbridge is fully operational today with hundreds of cameras located along the border.

The charts provided by DPS don't indicate how many charges resulted in convictions, nor do they illustrate how the number of undocumented immigrants charged with crimes fits into the total number of charges filed during the data collection period. WFAA's sister station KVUE has requested DPS provide data that would put the numbers into context.

Key Findings

In 2013, ICE charged only 195,000, or 25 percent, out of 722,000 potentially deportable aliens they encountered. Most of these aliens came to ICE's attention after incarceration for a local arrest.

ICE released 68,000 criminal aliens in 2013, or 35 percent of the criminal aliens encountered by officers. The vast majority of these releases occurred because of the Obama administration's prosecutorial discretion policies, not because the aliens were not deportable.

ICE targeted 28 percent fewer aliens for deportation from the interior in 2013 than in 2012, despite sustained high numbers of encounters in the Criminal Alien and Secure Communities programs.

Every ICE field office but one reported a decline in interior enforcement activity, with the largest decline in the Atlanta field office, which covers Georgia and the Carolinas.

ICE reports that there are more than 870,000 aliens on its docket who have been ordered removed, but who remain in defiance of the law.

Under current policies, an alien's family relationships, political considerations, attention from advocacy groups, and other factors not related to public safety can trump even serious criminal convictions and result in the termination of a deportation case.

Less than 2 percent of ICE's caseload was in detention at the end of fiscal year 2013.

About three-fourths of the aliens ICE detained in 2013 had criminal and/or immigration convictions so serious that the detention was required by statute. This suggests the need for more detention capacity, so ICE can avoid releasing so many deportable criminal aliens.
