Personally, I think that anyone that is hoping for an indictment or any sort of serious charges is in for a disappointment.

Indictment for Hillary would mean fall of many others. Information found on her server in connection with Clinton Foundation is enough to bring down many here and piss of many abroad.

I believe FBI have more than enough to recommend indictment but DOJ won't or simply can't do it.

Also, FBI has no power to prosecute, they simply hand over the data to the DOJ for them to prosecute. However, FBI do not have the authority to hand over all of the data because of its sensitivity. And some of the data can lead into many other cases of corruption.
