By 1860 there were no slaves in the Northern States.

First, it allowed for a full pardon for and restoration of property to all engaged in the rebellion with the exception of the highest Confederate officials and military leaders. Third, the Southern states admitted in this fashion were encouraged to enact plans to deal with the freed slaves so long as their freedom was not compromised
"Pardon" of what? The Confederate states had committed no crime. The Union had no constitutional authority to dissolve existing state governments. It had no authority to impose anything on the Confederate states. The whole thing was a sham and proof that Lincoln was a tyrant

He won after he shut down 300 newspapers, arrested anyone who criticized his government, and with half the citizens of the United States not participating?Was the pre-thirteenth amendment Constitution even morally legitimate if it allowed for legal chattel slavery? Nixon lied about a goofy burglary while Jefferson owned slaves.. but they’re judged by their relative accomplishments on balance.

The people of that era judged Lincoln to be a tyrant and a war criminal. It's only later that he was beatified as a Saint.
