No, he was not elected fairly. His brother intentionally threw thousands of minorities off the rolls to make it easier for him to win, and when it was clear recounts were not going his way, he stopped the recounts.
Not to mention, the Electoral College is such an idiotic method to elect a president, Congress should have invalidated the results. (They have the ability to do that.)

Even with the help of the Florida SC, Gore lost every recount and the SCOTUS put an end to the circus when the Democrat cheat machine tried creating votes for Gore by looking at ballots under a magnifying glass looking for small indentations and interpreting the intent of the voter.
We never had a complete recount of Florida.
Bush stopped the recounts. Understandably. If they had counted all the votes, Gore would have won.

Gore asked for recounts in the disputed counties and got them. The Florida SC gave Gore everything he asked for.
It was when they crossed the line and tried creating votes that the Bush people went to the SCOTUS and got them to put an end to it.
