One of the articles of impeachment drawn up for Nixon was abuse of power, which is not a misdemeanor crime or a high crime....

Impeachment is not a criminal trial, it is a political trial. The charges are decided by the House, and the Senate votes guilty or not. If a crime has been committed, the criminal trial can take place in a regular court after removal of the ex-president.
