There are 3000 abandoned buildings in the City of Youngstown, which is a whole lot smaller than Baltimore. Of course there were 4000 the year before, so progress is being made in Ohio.

Why couldn't they set up housing for the homeless in some of those abandoned buildings?

Because the cost to make the buildings inhabitable is more than it would cost to tear them down and rebuild.

That, plus the fact that the corruption in Baltimore is so extensive that they WANT the vacant buildings and rodents. IF they recovered from the utter squalor, there would be no pipeline of cash from Federal Tax PAYERS.
