I believe he is although he does have a soul because the soul is the seat of the mind, will and emotions. He is spiritually dead if you are speaking of his spiritual condition - but it goes further than that when speaking of Putin because his intentions are to wage a nuclear strike against the USA by drawing us into a response against China once China invades Taiwan. They have been making preparations for that for some time now and it does appear the time is drawing near for it now.

In the higher echelons of Russian society it is said that many have already been told that the USA will be destroyed by nuclear attack and Putin will be the one to do it. To engage in and attempt the mass murder of 300 million people is pure evil in my opinion.

Putin blew $51 billion US on the Sochi Olympics while allowing his people to starve & freeze to death. Obama is a saint compared to that evil asshole. The 2002 Salt Lake Olympics only cost US $600 million.
