Arab League sweetens Israel-Palestinian peace plan


JERUSALEM (AP) — The Arab League's decision to sweeten its decade-old proposal offering comprehensive peace with Israel has placed Prime Minister Benjamin Netanyahu in a bind and swiftly exposed fissures in his new government.

Netanyahu's chief peace negotiator on Tuesday welcomed the modified Arab proposal, while the prime minister remained silent, reflecting the internal divisions that lie ahead as the U.S. tries to restart long-frozen peace talks with the Palestinians.

"This is a positive announcement," negotiator Tzipi Livni told Channel 10 TV, adding it gave "tail wind" to peace efforts. "At the end you need a direct negotiation between the Israelis and the Palestinians."

The original 2002 Arab peace initiative offered Israel peace with the entire Arab and Muslim world in exchange for a "complete withdrawal" from territories captured in the 1967 Mideast war. The Palestinians claim the West Bank, east Jerusalem and the Gaza Strip, all seized by Israel in 1967, for their future state.

There basically isnt any difference between the original 2002 " plan" and this one. It still calls for the 67 Borders which is not happening and Israel giving up all of E.Jerusalem.

The " Arab Peace Plan" also calls for " Right of Return" which will not happen.

In their recent summit in the Saudi capital Riyadh the 22 member states of the Arab League voted unanimously to renew the pan-Arab body's 2002 peace offer to Israel.

Under the terms of the plan, League members agreed to end the Arab-Israeli conflict and to the full normalization of relations with Israel in return for an Israeli withdrawal from territories captured in 1967; the resolution of the Palestinian refugee issue; and the creation of a Palestinian state with East Jerusalem as its capital.

The Arab League Initiative was rejected by then-Israeli prime minister Ariel Sharon's government in its 23 May 2003 "Response to the Road Map," which demanded the removal of all references to "the Arab Initiative adopted in Beirut" from the final Road Map agreements.

However, recent domestic and regional changes have raised Israeli interest in the peace offer.

Following the collapse of his West Bank convergence plan, Israeli Prime Minister Ehud Olmert has increasingly expressed his interest in the "positive aspects" of the Initiative, while articulating his reservations regarding its reference to the right of return of Palestinian refugees to Israel.

Yeah right, Hamas just announced last week that nothing but all of Israel will be enough. And with Hamas controlling about half the Palestinian population and land, any proposal or agreement without them being on the same page is totally worthless.

Israel granted the Palestinians their Jew free Gaza & received rocket missiles for a thank you. Now the Palestinians want all of East Jerusalem, a right of return that no Arab country will grant them & back to the 67 borders so the Arabs can unite again to try to annihilate Israel. How on earth can Israel turn down this wonderful Arab peace proposal? Right PBel?

Yes MJ...it a great deal for Israel, 56 Islamic States, not just the Palestinians agree to peace and recognition...If you don't take this peace, the radicals on all sides will fight their war with no winners.

Well said. Only a suicidal govt. and people would think a land for peace deal would work with people who have such an abysmal track record.

I wonder if Phillip would ever make the statement that these 400 millions Arabs should stop worrying about the Jews having such a small piece of land in the Middle East and concentrate on making life better for their fellow Arabs as well as finally being able to show tolerance to the minorities who reside in their own countries.
