That sort of does make a little sense. Why not just say that wages are determined by supply and demand in a capitalist system. In the case of which we're discussing, the demand is for cheap labour and the supply chain must not be broken.

In a closed market with no illegals available then the supply and demand become a truer representation of capitalism. For example:

The employer offers employment at a level he can afford to pay and still make a profit.
The worker chooses to pursue the employment offered or to turn it down, based on what he/she considers to be his/her needs.

If the employer can't fill the job vacancy then he's faced with some choices. One of those choices will be offering a higher rate of pay for the work offered. He will have to weigh that with his point of viability.

Another choice the employer will possibly have is in appealing to government for limits to a worker's demands. And the worker appealing to government for minimum wage laws.And so it goes. Is that called socialism? Any questions?
