Because unlike a bear Putin understands that using nuclear weapons against a NATO alliance member would be the end of him, his regime and Russian state. His place in history at that point becomes that of insane mass murderer who destroyed Russia.

Use of mass destruction nuclear weapon in Ukraine would fully turn the world against Russia.

Propaganda that you are waging war against "nazis" and millitary targets becomes laughable when you've just mass murdered hundreds of thousands of civilians. Whatever lukewarm economic and diplomatic support Russia had from China and India will be gone. NATO would probably live up to it's threat to quickly knock out Russia's third-grade army out of Ukraine in case of such attack.

It is a dead end for Russia, Putin's regime and his place in history.

Tactical Nuclear weapons is a bit of gray area, but the stigma of having resorted to a nuclear weapon is not worth small millitary gain.
