Ok, infant mortality isnt listed as something to be measured when comparing performance of healthcare systems.
A much better comparison of country healthcare is shown here.
Key factors to look at are amenable mortality, potential years of life (aka life expectancy), and others listed there.

The original point was comparison between Cuba and USA healthcare.
Overall Cuba, being a much poorer country, does better than usa on many factors in healthcare.

2. If you have CV infections in that level having a cardiac arrest. Your chances of survival is about zero.

3. In a normal situations. Yes the relatives has the final say when to issue DNR. This is a crisis. Doctors will try to save your life even if you are in coma but not when your chances is zero.
