Whatever process the President uses is the process though. If a President is in a meeting with the PM of GB and he's holding a document that's SECRET NOFORN, he's well within the law and his authority to decide (think) it's declassified and just hand it to the PM. There's no process. There's no one that has to be informed. There's no request or mark ups that have to happen prior. At that moment the classification is changed, and the bureaucracy has to catch up. Should there be things that happen after that meeting? Sure. But the President doesn't actually do any of those things his staff does. If President Biden decided to declassify an NSA report would you expect him to call up DIRNSA and let him know?There's still a process. The president doesn't just think to himself a document is declassified and *poof*, without anyone knowing and without any markup, it is. And then there are classified documents about nukes.
