You may be partly correct......but the problem is Nancy Pelosi ran the House like a dictator.
She instituted rules that made it impossible for debate before large pieces of legislation got voted on.
These 20 holdouts demanded that the practice of sending 4000 page spending bills to the floor and not giving anyone time to look at it and debate it before the vote ends.
She also made all of the committees an absolute joke....with little or no input from the minority party.
