The first reason that is stupid is because nobody has claimed or fantasized that manafort would be charged with "sharing polling data", so your complaint is irrelevant. The crime would be conspiracy to defraud the free and fair elections of the united states. Furthermore, the data was used to help the Russians target parts of America where they could affect the electoral college.
