It was certainly not. He tried to get congress to take action before. The Dream Act received 55 votes in the Senate but it was blocked by Republicans the House of course did nothing.

Seriously, do you really think that all of the presidents's lawyers, congress or he himself would come out with policy, allow him to announce the policy if it was illegal, not correct procedure, not constitutional? Do you really believe you know better than he and his entire legal team? Really, no matter what you think of him ideallogically, no matter how much you disagree with this particular policy.
