we were told in our case the PO pays because they have an income....other agencies probably the Tax Payer.....it is considered a one time Federal Holiday when a President dies.....the PO did not want to take off because it creates a "Holiday Mail" situation which they did not prepare for..(like that makes a difference with these guys)....but when Clinton and Bush say ALL Agencies....you are off for a day....Obama will do the same thing if Carter or Bush Sr. go.....
