Can someone tell me how the amber alert system is non-essential?

Well, Obama has a Secret Service Detail to watch over his daughters...so he doesn't give a flying fuck about anyone else's kids.

Why would the program be shut down during a fed shutdown of a measly 17% if it weren't for the fed?

Are you saying the states are now shutting down programs and using the fed kinda sorta not really shutdown as an excuse?

I'm thinking it's more along the lines of the feds sending barrycade people in to shut down outdoor monuments. That should never have been shut down in the first place.
