They ain't all full time because Obamacare REQUIRES them to provide healthcare if they're FULL TIME. The call centers in California are not operated by the federal government but by the state and the state has contracted out the operation of some of the centers. Thus it is the states or the contractor's responsibility. The state like private employers do not have to offer health insurance to employees working less than 30 hours a week and would be justly criticized for doing so.
