Because 60% of those who receive food stamps (excluding children and the totally disable) have jobs. So increased employment has only a small impact on these SNAP recipients. Most SNAP recipients that were unemployed during the recession and found jobs as the recession ended moved from unemployment to low paying jobs so they were still received SNAP but smaller payments.

Depending on the state and the size of the family, a person on SNAP could go from unemployed to as much as $50,000/yr. and still be on SNAP. Their benefits would be small but they would get something. Most people on SNAP during the recession had some type of job. So if they kept their job or even got a slightly better job, they would probably still be on SNAP. The bottom line is participation in SNAP is not a good indicator of economic recovery because the SNAP limits are so high.

If you read the article carefully, you will see that the benefits are paying Social Security and Medicare tax, Federal income tax and receiving earned income credit provide they qualify. This of course assumes that the next president issues an exectutive order to continue the program.
